Removes the requirement that applicants for commercial motor vehicle licenses hold a valid driver's license for at least one year before application or meet alternative experience qualifications established by the department.

Retains age requirements of at least 18 years for intrastate commerce and at least 21 years for interstate commerce operation.

Maintains requirements that applicants successfully complete all required driving tests, written and physical examinations, and either hold no other jurisdiction's driver's license or surrender all such licenses.

Keeps the requirement that applicants be domiciled in Alaska.

Takes effect immediately upon enactment.
