Amends teacher certification requirements to specify baccalaureate degrees must be from institutions accredited "nationally or" by regional accrediting associations or commissioner-approved institutions.

Requires board regulations to allow teacher certificates for persons who successfully complete board-approved teacher preparation programs.

Establishes new standards for board approval of teacher preparation programs, requiring comparability to national accreditation standards and allowing approval of programs operated for at least five years in at least five states.

Modifies subject-matter expert limited teacher certificate eligibility to allow enrollment in either traditional post-baccalaureate programs or new board-approved teacher preparation programs.

Takes effect July 1, 2023.
