SB 139 Summary

• Allows the commissioner to issue nonexclusive, nontransferable permits for constructing and using trapping cabins on state land, limited to 400 square feet for primary cabins and 192 square feet for additional cabins.

• Permits may also authorize use of existing cabins regardless of size if the owner approves or the cabin is unowned, provided the applicant is the owner, held a previous permit, or meets other specified conditions.

• Requires permit holders to be at least 18 years old, possess a valid trapping license, and demonstrate an established trapline of sufficient length and active engagement in trapping in the application area.

• Permits valid for up to 10 years and renewable for successive 10-year periods if the holder maintains periodic use and continues to meet qualifications; director may issue multiple permits for the same cabin if in the state's best interests.

• Establishes permit fees not to exceed $100 for issuance or renewal and $25 per year of the permit term; prohibits the department from charging additional land use fees for trapping cabin permits.
