SB 14 Summary

• Establishes a temporary retirement incentive program for vested members of the Teachers' Retirement System and Public Employees' Retirement System who are at least 50 years old with 15+ years of service (peace officers/firefighters) or 20+ years of service (other employees).

• Participating employees receive a 3-year service credit applied toward meeting retirement eligibility requirements, but must repay the employer within 3 years an amount equal to the actuarial value of benefits received from the incentive.

• Allows school districts to reemploy retired teachers as hourly mentors for employees with less than 4 years of teaching experience, exempt from certain reemployment restrictions.

• Prohibits retirees who participate in the incentive from being reemployed by any employer for 3 years, except limited exceptions for University of Alaska teaching contracts, legislative employment, and school district substitute or hourly teaching positions.

• Requires the Office of Management and Budget to approve all state agency programs and submit annual reports through January 2027 on program costs, savings, and effects on retirement plan soundness; program sunsets July 1, 2026.
