Amends AS 45.25.210(b) to require that compensation schedules for motor vehicle warranty work explicitly include rates and time allowances for labor.

Modifies AS 45.25.210(c) to specify that rates and time allowances in compensation schedules may not be less than what the dealer charges retail customers for similar nonwarranty service work, unless otherwise agreed by manufacturer and dealer.

Adds new subsection (j) to AS 45.25.210 defining "rate" as the dollar amount a manufacturer pays a dealer for one hour of labor and "time allowance" as the maximum number of hours billable for a particular job.

Updates AS 45.25.990(18) to clarify that "schedule of compensation" includes parts, rates for labor, and time allowances for labor under AS 45.25.210.
