Establishes a volunteer labor compliance officer program in the department allowing volunteers to inspect construction sites and document compliance with state labor law.

Volunteers must have at least five years of verifiable construction experience, complete a department-approved 10-hour OSHA construction safety class, complete department orientation, and maintain workers' compensation insurance.

Volunteers must wear a department-issued badge, submit compliance reports within 48 hours via email, maintain confidentiality, and cannot issue citations or enforce labor laws.

Volunteers are prohibited from wearing attire of other organizations, distributing non-department literature, disparaging contractors, promoting unions, or performing other employer work while on duty.

Department may remove volunteers from the roster and revoke badges for conflicts of interest, labor union participation, or failure to comply with program requirements.
