Increases maximum annual prize awards for electronic pull-tab activities from $500,000 to $2,000,000 when conducted by municipalities or qualified organizations through operators.

Establishes regulatory framework for electronic pull-tab systems requiring manufacturers and distributors to obtain separate endorsements, submit systems for independent testing and certification, and install central servers in secure locations within Alaska.

Limits electronic pull-tab devices to maximum of 5 devices per vendor location and 10 devices per operator location, with devices restricted to accepting currency, purchased credits, or credit vouchers only.

Requires electronic pull-tab series to have predetermined and finite number of tickets, predetermined prize structures, and unique non-regenerating serial numbers, with maximum series size of 15,000 tickets.

Prohibits individuals barred from gaming involvement from obtaining manufacturer, distributor, or vendor licenses and allows the Department of Revenue to examine books and records of gaming license holders.
