SB 150 Summary

• Establishes the Alaska State Lottery Board in the Department of Revenue with five members appointed by the governor and confirmed by the legislature to conduct state lotteries and facilitate participation in multi-state lotteries.

• Restricts lottery types to state lotteries and multi-state lotteries only; prohibits instant lotteries, scratch-off games, video lottery terminals, and electronic games requiring direct physical contact with machines.

• Requires lottery winners entitled to prizes of $500,000 or more to request confidentiality of their identity, except for elected officials whose winnings must remain public.

• Establishes criminal background investigation requirements for board members, the executive director, and lottery retail sales agents through the Department of Public Safety.

• Creates violations and penalties for unauthorized lottery ticket sales, sales to minors, counterfeit tickets, and other prohibited acts, with violations classified as class C felonies.

• Takes effect July 1, 2024.
