Amends AS 23.10.060(d) to add a new overtime pay exemption for employees at facilities licensed under AS 47.32.010(b)(1), (4), (5), (6), (8), or (12)-(14) who work under a voluntary flexible work hour plan.

Requires a written agreement signed by both employee and employer that must be filed with the department, and department approval via issued certificate stating work is 40 hours per week and no more than 12 hours per day.

Exempts these employees from overtime pay requirements for work up to 40 hours per week or 12 hours per day under the approved flexible work hour plan.

Requires compensation at one and one-half times the regular rate of pay for work exceeding 40 hours per week or 12 hours per day under flexible work hour plans not included in collective bargaining agreements.

Takes effect immediately upon enactment.
