Amends AS 36.30.321(i) to include subsection (l) as an eligible preference category for bidders in state procurement processes.

Creates a two-percent bidder preference (capped at $5,000) for Alaska bidders that are "qualifying entities" employing or partnering with individuals who have completed U.S. Department of Defense SkillBridge or Army career skills programs within the previous two years.

Establishes the Military and Veteran Family Help Desk in the Department of Military and Veterans' Affairs to serve as a central point of contact for military members, veterans, and their families seeking state services and information.

Directs the help desk to cooperate with the University of Alaska on research, coordinate with veteran service organizations and other agencies to improve service delivery, and make recommendations on workforce development, employment, health, education, and child care access.

Requires the help desk to provide an annual report to the adjutant general and takes effect immediately upon enactment.
