Moves the deadline for school district capital improvement plan submissions from September 1 to July 1 of the fiscal year before the request is made.

Limits bond debt reimbursement applications to one school construction project per municipality, with an exception allowing reimbursement for all major maintenance projects ranked in the top 20 on the department's priority list.

Removes a previous exemption for major maintenance indebtedness authorized by voters between January 1, 2015 and July 1, 2025, making all bond debt reimbursement subject to the same limits regardless of when bonds were authorized.

Repeals Section 6 of ch. 3, SLA 2015 (as amended by sec. 5, ch. 6, SLA 2020), which previously allowed exceptions to project limits for certain timeframes.

Takes effect July 1, 2025, applying to all applications for bond debt reimbursement made for indebtedness authorized by voters on or after that date.
