Increases group contribution limits to candidates from $1,000 per year to $4,000 per campaign period, and maintains $5,000 per year to other groups and political parties.

Increases nongroup entity contribution limits to candidates from $1,000 per year to $4,000 per campaign period, and maintains $5,000 per year to groups or political parties.

Doubles contribution limits for joint governor and lieutenant governor campaigns to $4,000 per campaign period for individuals and $8,000 per campaign period for groups.

Exempts contributions to groups or nongroup entities that make only independent expenditures from contribution limits, and establishes automatic adjustment of contribution limits beginning in 2031 every 10 years based on Consumer Price Index increases.
