Persons holding a permanent identification card for sport fishing, hunting, or trapping must continue to meet residency requirements under AS 16.05.415.

Residents must be physically present in the state with intent to remain indefinitely and make a home in Alaska, and maintain domicile for 12 consecutive months before license application.

Residents must remain physically present in the state for the entire 12-month period, with absences only allowed under AS 43.23.008, and cannot claim residency elsewhere or receive benefits under another state's residency claim.

The Department of Fish and Game commissioner must adopt regulations to determine individual eligibility for resident licensure, may require proof of eligibility, and may use information from other state agencies to verify eligibility.

Regulation authority takes effect immediately; all other provisions take effect January 1, 2025.
