Establishes an electronic product stewardship program requiring manufacturers of covered electronic devices to register with the Department of Environmental Conservation by June 30, 2027, and annually thereafter, with program implementation beginning in 2027.

Manufacturers must submit e-scrap program plans detailing collection sites, recycling methods, and outreach efforts; manufacturers or clearinghouses must operate minimum collection sites based on community population (15 sites in communities with 250,000+ residents down to one annual single-day event in communities under 5,500).

Prohibits mixing covered electronic devices with municipal waste or landfill disposal and burning of such devices starting January 1, 2029; retailers cannot sell covered devices without proper manufacturer registration and labeling as of January 1, 2028.

Creates a 13-member electronics recycling advisory council to review program plans, provide best practices recommendations, and comment on proposed regulations; council meets quarterly initially then semiannually.

Establishes penalties including class A misdemeanor for false statements (escalating to class B felony for third offense), civil penalties up to $10,000 per violation, and twice the registration fee penalty for non-registration; program fees paid by manufacturers cover Department administration costs.
