Appropriates $234.9 million for operating expenses and $11.9 million for capital projects of Alaska's integrated comprehensive mental health program for fiscal year 2025 (July 1, 2024 - June 30, 2025).

Allocates largest funding to Department of Health ($159.1 million), Department of Family and Community Services ($31.9 million), and Department of Corrections ($18.2 million) for mental health, behavioral health, and substance abuse treatment services.

Funds capital projects including $7.3 million for Alaska Housing Finance Corporation's homeless assistance program, $1.95 million for beneficiary and special needs housing, and $1.3 million for coordinated transportation and vehicles.

Includes salary and benefit adjustments for state employees, Alaska Court System staff, and multiple collective bargaining units for fiscal year 2025.

Takes effect July 1, 2024; funding sources include general funds, Mental Health Trust Authority receipts, alcohol and drug abuse treatment funds, and recidivism reduction funds.
