Establishes a free online ballot tracking system accessible through the division's website and mobile devices allowing voters to confirm ballot transmission, track delivery, confirm receipt, and determine if ballots have been counted.

Adds criminal penalties for knowingly possessing another voter's ballot, with exceptions for family members, caregivers, election officials, postal workers, and authorized charitable/educational organization representatives; effective January 1, 2024.
