Requires the Department of Education to adopt a statewide reading screening tool for grades kindergarten through three that evaluates phonemic awareness, letter naming fluency, phonics skills, vocabulary, and oral reading fluency based on grade level.

Mandates administration of the screening tool three times annually (fall, winter, and spring) to all students in grades kindergarten through three, removing the previous exemption for students demonstrating sufficient reading skills on the first screening.

Requires school districts to provide teacher training on evidence-based reading interventions including explicit instruction in phonemic awareness, phonics, vocabulary development, reading fluency, and reading comprehension.

Directs districts to identify and report to the department the average screening scores by students based on their early education program attendance (state-approved, head start, private, or no program).

Changes the deadline for parent/guardian notification meetings regarding grade three reading deficiencies from 45 days to 15 days before the end of the school year, with students able to progress to grade four if parents sign a waiver agreeing to 20 hours of summer intervention services.
