Allows commissioner to issue permits, leases, and sales of state land for remote recreational cabin sites to eligible applicants without requiring competitive bidding to highest bidder.

Eligible applicants must be Alaska residents at least 18 years old who have not leased, purchased, or held a permit for a remote recreational cabin site in the preceding 10 years.

Permits issued for terms up to 5 years (renewable up to 4 times for 5-year periods) and leases for terms up to 10 years (renewable up to 2 times for 10-year periods); permittees/lessees may purchase sites at fair market value during tenure.

Land available through annual commissioner schedule of offerings or through nomination process where applicants can nominate up to 10 acres of available, unencumbered state land not on the regular schedule.

Act takes effect immediately and allows existing leases executed before the effective date to be renewed under the new statutory framework.
