Increases the threshold for depositing state land disposal income fund surplus to the general fund from $5,000,000 to $12,000,000 annually on June 30.

Creates new authority for commercial development leases on state land, including qualified opportunity zones and publicly nominated parcels up to 640 acres, with lease terms up to 5 years and optional renewal for up to 5 additional years.

Modifies state land sale contract terms to allow up to 30 years for installment payments (increased from 20 years) and permits sales by means other than public auction or sealed bid.

Removes restrictions on agricultural land conveyed by the state, allowing landowners greater flexibility in land use, housing construction, and subdivision rights as long as uses are consistent with agricultural purposes.

Amends access road construction standards to make low-standard roads permissible rather than mandatory and clarifies that road right-of-way widths in municipalities must conform to local zoning ordinances.
