Mandates director approval for all state agency IT projects before implementation and allows suspension or cancellation of projects that fail to meet quality standards or lack proper documentation.

Distinguishes between major IT projects (total lifetime cost of $5,000,000 or more) requiring an office-designated project manager and minor projects requiring a project management assistant from the office.

Allows state agencies to request governor review of the director's rejection, suspension, or cancellation decisions within 15 business days, with the governor able to affirm, reverse, modify, or remand the decision.

Takes effect January 1, 2025, with the Department of Administration required to adopt implementing regulations.
