Creates a military and veteran family help desk within the Department of Military and Veterans' Affairs to serve active military members, veterans, and their families.

Help desk shall conduct outreach, provide direct assistance with state services, supply information about state statutes and regulations, and research issues affecting the military and veteran community.

Requires coordination with military installations, Department of Defense, municipalities, and other state departments to provide recommendations on workforce development, employment, health, education, and child care assistance.

Assists military family members in obtaining professional licenses, credentials, or employment, and develops a standard employment skills form for military spouses in coordination with the Department of Labor and Workforce Development.

Encourages municipalities near military installations to create military and veteran family liaisons and requires an annual report to the adjutant general; takes effect immediately upon enactment.
