• Authorizes issuance of electronic identification cards, driver's licenses, permits, vehicle registrations, and certificates of title on mobile devices, with users retaining physical documents.

• Establishes that displaying electronic documents on mobile devices does not constitute consent for peace officers to access other device contents, and provides liability immunity for officers except in cases of intentional misconduct.

• Allows non-domiciled commercial driver's licenses and permits for applicants domiciled in foreign jurisdictions or other states that meet federal requirements under 49 C.F.R. 383.23(b).

• Increases driver's license fees ($31 for noncommercial, $155 for commercial, $50 for electronic licenses) and permits commissioner to adopt regulations for electronic registration and titling of vehicles.

• Removes the domicile requirement for Alaska commercial driver's licenses and permits, allowing foreign license holders to obtain non-domiciled credentials; makes vehicle registration valid during ownership transfers.
