Requires state agencies to develop and submit comprehensive strategic plans and mission statements covering four fiscal years, updated at the beginning of each gubernatorial term and at least every two years thereafter.

Establishes that each agency must create performance plans and financial plans annually, including performance measures, targets, revenue/expenditure data, and quarterly progress reports to the legislature.

Transfers budget planning authority from legislature-defined "desired results" to governor-approved strategic plans and mission statements as the framework for agency operations.

Requires the Office of Management and Budget to compile and submit strategic plans, performance plans, and quarterly reports to the governor and legislature, with all plans published on a publicly available website.

Takes effect July 1, 2024 and applies to state agencies but excludes officers, boards, and commissions from certain planning requirements.
