Establishes a sport fishing angler access account within the fish and game fund to receive revenue from a new surcharge on sport fishing licenses.

Creates a sport fishing angler access surcharge with the following amounts: $4 for resident licenses, $5-$40 for nonresident licenses depending on duration (ranging from one-day to annual), and $4 for special military licenses.

Surcharge revenues shall fund programs that directly benefit license purchasers through development and improvement of access to lakes, ponds, and waterways not related to motor or power boat use.

Exempts persons eligible for the $5 resident hunting, trapping, and sport fishing license and free license holders from paying the surcharge.

Takes effect January 1, 2025, with the commissioner authorized to adopt implementing regulations immediately.
