AK SB213

Adds a new local option category (subsection 6) allowing municipalities to prohibit alcohol sales except by restaurant/eating place licensees, beverage dispensary licensees, and package store licensees operating on municipality-owned premises.

Expands the statewide alcohol purchase database to track monthly purchases by residents in areas with restricted alcohol sales, and requires endorsement holders to consult this database before shipping alcohol to verify compliance with monthly purchase limits.

Establishes monthly shipping limits for endorsement holders to restricted areas: 10.5 liters of distilled spirits, 24 liters of wine, or 12 gallons of brewed beverages per calendar month, with ability for municipalities to adopt lower amounts.

Modifies alcohol licensing denial criteria and local option election procedures to reference the new subsection 6 option, allowing voters to choose municipality-operated premises as the only authorized sales location.

Takes effect January 1, 2025.
