Renumbers subsequent holidays in the legal holidays list to account for the new Juneteenth Day holiday

Updates AS 44.12.020 to clarify that if Juneteenth Day falls on a Sunday, both Sunday and the following Monday are legal holidays

Repeals AS 44.12.090, which previously addressed holiday observance provisions
