Amends AS 42.05.141 to grant the Regulatory Commission of Alaska authority to regulate natural gas storage and liquefied natural gas storage services, including storage facilities that are part of pipeline facilities operated by pipeline carriers or natural gas pipeline carriers.

Modifies AS 42.05.711(q) to remove the exemption for natural gas storage services furnished by pipeline carriers and natural gas pipeline carriers, while maintaining the exemption only for North Slope natural gas pipeline facilities.

Adds new subsection AS 42.06.140(c)-(d) to define "service of natural gas storage" as operation of a storage facility primarily for third-party customers, excluding storage owned by or contractually obligated to the facility operator and storage without separately itemized pricing.

Defines "service of liquefied natural gas storage" as operation of a liquefied natural gas storage facility, excluding storage owned by or contractually obligated to the facility operator and storage without separately itemized pricing.

Repeals AS 42.05.990(10)(B) and AS 42.05.990(11)(B) to remove related regulatory exemptions for natural gas and liquefied natural gas storage.
