Increases the maximum regulatory cost charge for public utilities and certificated telecommunications utilities from 0.7 percent to 0.98 percent of adjusted gross revenue to fund commission operations.

Increases the maximum regulatory cost charge for public advocacy functions from 0.17 percent to 0.22 percent of adjusted gross revenue within the Department of Law.

Applies the same increased regulatory cost charge percentages (0.98 percent and 0.22 percent) to pipeline carriers operating in the state.

Maintains exemption for utilities not providing telecommunications services, which continue to pay only the actual cost of services provided by the commission.

Takes effect immediately upon enactment.
