Intends to overturn the Alaska Supreme Court's 1979 decision in Flores v. Flores that classified the Alaska Legal Services Corporation as a "public agency" for purposes of court-appointed counsel in child custody cases.

Defines "volunteer guardian ad litem" as a court-appointed special advocate (CASA).

Applies to appointments occurring on or after the effective date of July 1, 2024.
