SB 227 Summary

• Establishes a capital project evaluation division in the office of management and budget effective July 1, 2025, to implement standardized criteria for scoring and evaluating proposed capital projects.

• Requires school construction projects and harbor facility projects to be submitted to the capital project evaluation division for evaluation beginning July 1, 2028, with evaluation scores used as a factor in prioritizing grant awards.

• Creates a capital project evaluation task force composed of state commissioners and appointed experts to develop and update a standardized rubric evaluating projects based on safety, accessibility, land use, environmental impact, economic development, maintenance, urgency, operational importance, and local ranking.

• Modifies school construction grant and harbor facility grant processes to include evaluation results as required factors when establishing project priorities, while maintaining existing eligibility and funding limits ($5,000,000 maximum annual harbor facility grants).

• Implements staggered effective dates: division and task force provisions effective July 1, 2025; school and harbor project provisions effective July 1, 2026; and budget submission requirements effective July 1, 2028.
