Amends AS 33.30.015(a) to allow prisoners in state correctional facilities to possess computers or electronic tablets if approved by the correctional facility for rehabilitation, reentry planning, employment, education, vocational training, legal reference materials, visitation, health care, or other purposes identified by the commissioner in regulation.

Removes the blanket prohibition on possession of "a computer or modem of any kind" and replaces it with conditional approval language allowing use only for approved purposes and prohibiting other uses.

Adds "access to legal reference materials, visitation, or health care" to the list of permissible purposes for approved computer or electronic tablet use by prisoners.

Maintains restrictions on other electronic devices including cassette tape players, VCRs, and telephones in prisoner cells.

Applies to state-operated correctional facilities and requires all approved computer or electronic tablet use to comply with facility policies and the prisoner's rehabilitation and case plan requirements.
