Repeals and reenacts AS 26.23.090(b) to authorize the governor to make financial grants to individuals and families affected by major disasters declared by the President, with combined federal and state grant amounts not exceeding the maximum authorized by 42 U.S.C. 5174(h).

Adds new subsection (d) to AS 26.23.090 to permit the governor to make financial grants when a disaster emergency is declared but the President does not declare a major disaster.

Establishes maximum grant amount of the greater of $50,000 or one-half of the maximum authorized by 42 U.S.C. 5174(h) for state-declared disaster emergencies.

Allows unit owners to use grants to pay common expense liability associated with the disaster, with terms defined by AS 34.08.990.
