Changes state aid calculation from a base student allocation methodology to a proportional distribution of appropriated funds based on district adjusted average daily membership (ADM).

Removes references to the Public Education Fund and eliminates the separate fund structure, consolidating education funding into the general appropriation process.

Modifies school funding formulas for correspondence study and state boarding schools to use appropriated amounts rather than calculations based on the base student allocation.

Repeals AS 14.17.300, 14.17.400, 14.17.470, 14.17.480(b), and 14.17.490(c), eliminating statutory provisions establishing the Public Education Fund and base student allocation framework.

Takes effect July 1, 2024.
