Allows minors age 16 or older to consent to outpatient behavioral health and mental health services from qualified professionals without parental consent.

Permits school personnel to recommend behavioral health or mental health professionals to students age 16 or older.

Requires behavioral health or mental health professionals to contact parents and offer family services during treatment, unless there are clear clinical indications that doing so would be harmful to the minor.

Prohibits behavioral health or mental health professionals from prescribing medication to minors age 16 or older without parental or guardian consent.

Relieves parents or guardians of financial obligation for behavioral or mental health services provided to minors age 16 or older and allows school districts to bill Medicaid for rehabilitative and optional services provided to eligible children.
