Restructures the Alaska Energy Authority board to consist of the commissioners of revenue and commerce plus six governor-appointed public members with specific expertise in utilities, rural energy projects, finance, and energy policy.

Establishes three-year terms for public board members, allows commissioners to designate deputies if unable to attend meetings, and requires the governor to fill vacancies immediately.

Changes the board's voting requirements from a majority to requiring at least five directors for actions and motions, and increases the quorum from four to five directors.

Transitions existing board members out on the effective date, with staggered new member appointments expiring on March 1, 2025, 2026, and 2027.

Takes effect July 1, 2024.
