Establishes a new monthly basic salary schedule for classified, partially exempt, and legislative employees in the executive branch, with pay ranges 5-30 and steps A-F, effective July 1, 2024.

Implements scheduled salary increases: 3.38 percent effective July 8, 2024; 3 percent effective July 1, 2025; and 2.5 to 5 percent effective July 1, 2026 (depending on Consumer Price Index for urban Alaska).

Provides that effective July 1, 2027, salary schedule increases will match increases given to the supervisory bargaining unit, as established by the Commissioner of Administration through regulation.

Modifies the chief administrative law judge salary to equal a step in Range 27 of the salary schedule in AS 39.27.011(a), removing previous restrictions limiting the position to step A through step F and the location reference to Juneau.

Extends salary increases to exempt service public officers (excluding governor, lieutenant governor, and principal department heads), judicial branch employees and magistrates, and University of Alaska employees who are not union members.
