Establishes a matching grant program in the Department of Commerce, Community, and Economic Development for museum construction and major expansion projects.

Eligible projects include increasing facility square footage by at least 30 percent, adding artifact storage space, acquiring new artifacts, expanding services or programs, renovating infrastructure, or building separate spaces for artifact storage or exhibits.

State grants are capped at not more than 50 percent of total project costs, subject to appropriation.

Applicants must provide matching funds from local government entities (at least 20 percent of project costs) and private donors (equal to or greater than remaining project costs after state and local contributions).

Department of Commerce, Community, and Economic Development shall adopt regulations to implement the program.
