SB 263 Summary

• Removes requirement that metropolitan planning organizations' policy boards be organized according to AS 19.20.210 as a condition for governor approval of local transportation improvement plans.

• Establishes a four-year statewide transportation improvement program revised every two years that must align with federal requirements and incorporate approved metropolitan planning organization plans without modification.

• Creates the Roads and Highways Advisory Board with nine members appointed by the governor, including representatives from trucking, tourism, heavy construction, metropolitan planning organizations, nonmotorized transportation advocacy, and three public members from different judicial districts.

• Board shall focus on highway construction, equipment use, deferred maintenance, capital spending, and project prioritization; must assess viability of preconstruction projects every two years and may recommend whether projects should proceed, be reevaluated, or be closed.

• Establishes ongoing public participation in transportation improvement programs through Internet websites and requires notification to legislature when programs are submitted to federal government; takes effect January 1, 2025.
