Removes parental right to object to state standards-based assessments while retaining ability to withdraw children and select alternatives like department-approved assessments or student portfolios.

Requires correspondence study programs to submit annual reports including accreditation status, achievement test results, attendance and graduation rates, enrollment changes, and performance designations.

Permits the department or districts to provide student allotments for textbooks, materials, and services in correspondence study programs, with at least 90 percent of unexpended balances returned annually to the budget.

Prohibits allotment use for family member services, out-of-state travel without approval, religious or partisan materials, but allows up to 15 percent for private tutoring in fine arts, music, or physical education.

Requires the State Board of Education to include correspondence study program information in annual legislative reports.
