AK SB4

Prohibits legislators from using caucus votes to commit or bind other legislators to vote for or against bills, confirm appointments, override gubernatorial vetoes, or vote on other matters before a legislative body.

Allows caucus votes only on matters directly relating to selection of caucus officers or legislative body leaders.

Permits informal polls conducted outside of legislative body meetings to determine how another legislator may vote on a measure.

Requires the Legislative Ethics Committee to recommend expulsion from the legislature if it finds a violation of the binding vote restrictions and refers the matter to the appropriate house.
