SB 5 - Voter Registration Summary

• Requires the director to examine the voter registration master register and send confirmation notices at least annually in January, changing from the previous "no less frequently than" language to establish a regular yearly schedule.

• Adds a fourth criterion for sending confirmation notices to voters not domiciled in Alaska according to information received by the division.

• Requires the division to adopt regulations for regular review of the master register, including checks against databases for deceased voters, felony convictions involving moral turpitude, ineligible voters, and out-of-state registrations using specified records from federal and state sources.

• Directs the director to adopt a best practice voter registration system for improved identity matching and provide annual reports to the legislature on the system by the first day of the first regular session.

• Creates a process allowing voters to cancel their registration in person or electronically, with cancellation instructions prominently displayed at polling places.

• Effective date: July 1, 2023.
