Adds runaway shelters to the list of entities licensed by the Department of Health under AS 47.32.010(b), moving them from the Department of Family and Community Services licensing authority.

Allows the Department of Health and Department of Family and Community Services to share identifiable health information between and within departments as necessary for administration or operation, regardless of confidential nature, with secure safeguards.

Designates the commissioners of health and family and community services as advisors to the Alaska Mental Health Trust Authority board of trustees.

Expands criminal history check requirements to include runaway shelters and related personnel for licensing, employment, and contracting purposes under AS 12.62.400.

Takes effect immediately upon passage.
