Removes requirement for Federal Election Commission certification of voting machines and vote tally systems under the Help America Vote Act of 2002.

Requires voting machines and vote tally systems to meet United States Election Assistance Commission's voluntary voting system guidelines and be certified by that commission.

Mandates that voting machines or vote tally systems use only open-source software technology or commercial off-the-shelf software and firmware.

Defines "commercial off-the-shelf" as mass-produced hardware devices such as card readers, printers, scanners, or personal computers along with their firmware and software products.

Defines "open-source software technology" as complete source code available to the public under license for use, modification, or distribution without royalties.

Takes effect July 1, 2023.
