Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into Alaska law, allowing Alaska to join an interstate compact to award electoral votes to the national popular vote winner.

The compact takes effect only when states cumulatively possessing a majority of electoral votes (270 votes) have enacted it, and operates by tallying votes for each presidential slate across all member states to determine the national popular vote winner.

Presidential electors in Alaska must be selected using the ranked-choice voting method and then appointed in association with whichever presidential slate wins the national popular vote, rather than the candidate who wins Alaska's statewide election.

Prohibits tie-breaking by lottery for presidential elector selection and requires the state director of elections to certify electors determined under the compact agreement rather than under standard Alaska election law.

Any member state may withdraw from the compact except during the six months before the end of a President's term, and the agreement terminates if the Electoral College is abolished.
