Establishes three classes of electric-assisted bicycles: Class 1 (pedal-assist, 20 mph cutoff), Class 2 (throttle-capable, 20 mph cutoff), and Class 3 (pedal-assist, 28 mph cutoff), each with a maximum motor power output of 750 watts.

Prohibits state regulations from banning electric-assisted bicycles from sidewalks, bike paths, or pedestrian-restricted areas, though municipalities may enact local ordinances with different standards.

Requires electric-assisted bicycle users to receive the same rights and responsibilities as regular bicycle users unless otherwise specified by regulation.

Authorizes state land managers to establish different management standards for nonelectric-assisted bicycles and each class of electric-assisted bicycle in management plans.
