Adds a new second-degree murder provision making it illegal to knowingly manufacture or deliver a controlled substance in violation of AS 11.71.010-11.71.030 or 11.71.040(a)(1) for schedule IVA controlled substances when a person dies as a direct result of ingestion, without requiring proof of a culpable mental state.

Defines "ingestion" as voluntarily or involuntarily taking a substance into the body in any manner for purposes of the controlled substance homicide provision.

Eliminates good time credit eligibility for prisoners convicted of unclassified felonies under AS 11.41.100 or 11.41.110 (murder charges) or felonies under AS 11.71.010-11.71.040 involving manufacturing, delivering, or possessing with intent to manufacture or deliver controlled substances.

Repeals AS 11.41.120(a)(3), which previously provided a manslaughter provision.

Applies to offenses committed on or after July 1, 2023.
