• Amends stalking in the first degree statute to add aggravating factors including violations of protective orders, conditions of release, victim age under 16, defendant possession of deadly weapon, and prior convictions for similar offenses or crimes against the same victim.

• Requires consecutive sentencing for violations of conditions of release under AS 11.56.757, with additional imprisonment terms imposed for each additional crime.

• Expands sex offender registration requirements to include additional information such as professional licensing, temporary lodging addresses, vehicle details including watercraft and aircraft, and requires notice 7 days before leaving Alaska or 21 days before international travel.

• Modifies the definition of "sex offense" to broaden crimes requiring sex offender registration, including certain militia member offenses and additional crimes involving sexual conduct or inducement of minors.

• Amends Criminal Rule 6(r) to allow hearsay evidence at grand jury proceedings if the prosecutor believes it would be admissible at trial, overturning prior court decisions restricting hearsay evidence presentation.
