Establishes a firefighting substances disposal reimbursement program administered by the Department of Environmental Conservation to reimburse persons in eligible communities for proper disposal of firefighting equipment containing perfluoroalkyl or polyfluoroalkyl substances (PFAS).

Eligible applicants include persons domiciled in communities with population under 2,000 off the road system, or any state resident who received PFAS-containing firefighting substances from partially state-funded fire safety projects.

Reimbursements are prioritized as follows: disposal of PFAS-containing firefighting substances and equipment; disposal of equipment residually contaminated by PFAS; and replacement of contaminated equipment.

Prohibits use of PFAS-containing firefighting foam in the state except when use is permitted for oil and gas production-related fires or when required by federal law, with exception available if state fire marshal adopts regulations requiring an alternative foam.

Effective date is January 1, 2025, except for the regulation-adoption provision which takes effect immediately.
