• Removes mandatory frequency requirements for state recreational facilities development notices, allowing commissioner discretion on newspaper publication timing instead of requiring "at least twice" publication.

• Eliminates mandatory "at least three times" newspaper publication requirement for mining lease request for proposals, replacing with discretionary publication based on commissioner judgment.

• Changes regulation notice requirements to prioritize Alaska Online Public Notice System posting with optional newspaper/trade publication at agency discretion, removing previous mandatory newspaper publication and broadcast combinations.

• Modifies water appropriation and waste disposal permit notices to use Alaska Online Public Notice System with optional newspaper publication based on agency judgment, rather than mandatory newspaper publication schedules.

• Takes effect immediately upon enactment.
