SB 7 Summary

• Amends AS 15.56.060 to add two new crimes to unlawful interference with an election: intentionally opening or tampering with signed absentee ballot certificates or sealed envelopes without director authorization, and intentionally breaching, hacking, altering, or tampering with election machinery including tabulators, programs, systems, servers, or software.

• Creates new crime of election fraud as a class B felony for anyone who violates AS 15.56.060 with intent to change the outcome of an election.

• Amends election official misconduct in the first degree to include a new violation: knowingly disclosing, sharing, or reporting election results, returns, or confidential election data to non-election officials before polls close on election day.

• Applies these amendments only to offenses committed on or after July 1, 2023.
